5/10/23 @ 3:50 p.m. - Please be advised that Nassau County Public Works will be replacing a cross drain under Radio Avenue which will require a temporary road closure and detour. The first date of the closure and detour will be Tuesday, May 30th. It is anticipated that the project will take about 2 weeks to complete. Detour signs will be placed in the vicinity to help motorists navigate around the project area. The City, County and Local Government Law Section serves as a resource for Florida Bar attorneys practicing in the field of local government law, in both the public and private sector. The City, County and Local Government Section provides leadership, continuing education, reference materials, and programs to its members and is committed to upholding the highest standards of professionalism and integrity. Take precautions to prevent drownings. With pools, lakes, and other surrounding bodies of water in Florida, water safety is critical to prevent drownings. Children ages 1-4 years are more likely to drown in a home swimming pool than children ages 5-19 years, who are more likely to drown in natural bodies of water. Whether you are a parent or a community group member, everyone plays a role in drowning prevention. The goal is to keep water activities fun and safe for all as we move into the summer months. The Distinguished Budget Presentation Award is the highest award in governmental budgeting and is given to counties with a governing body and staff dedicated to meeting the highest principles of government budgeting. In order to be considered, the Board had to satisfy nationally recognized guidelines for effective budget presentation. The guidelines are designed to assess how well the budget serves as a policy document; a financial plan; an operations guide; and a communications device. The County had to be rated proficient in all four categories, and in fourteen mandatory criteria within each of those categories to receive the award. GFOA’s Senior Program Manager, John Fishbein, stated, “To receive the Distinguished Budget Presentation Award is an outstanding achievement. We have 25 criteria that government tries to fulfill on its way to receiving this award. So, congratulations to Nassau County”. The Nassau County Clerk of Court and Comptroller’s Office has recently won their 16th consecutive GFOA Certificate of Achievement for Excellence in Financial Reporting for their Annual Comprehensive Financial Report and the GFOA’s Award for Outstanding Achievement in Popular Annual Financial Reporting for the 11th consecutive year. Continuing to achieve these awards, combined with the Board’s Distinguished Budget Presentation Award, shall now make Nassau County eligible for the coveted Triple Crown Award. This is the highest honor a local government can achieve in financial reporting and further demonstrates the County’s commitment and dedication to achieving the gold standard in transparency, financial responsibility, and public outreach. Clerk of Court and Comptroller, John A. Crawford, stated, “I am very proud of the Board and their staff for achieving this goal. Meeting the requirements and criteria of these awards helps ensure that we continually improve our skills and elevate the quality of work from our offices. Contact: Sabrina Robertson Public Information Officer (904) 530-6010 srobertson@nassaucountyfl.com Standard & Poor’s Increases County’s Issuer Rating to “AA+” Nassau County, Florida, April 24, 2023 – We are excited to announce that Standard & Poor’s has raised Nassau County’s long-term rating on non ad valorem bonds from an AA to AA+, citing the County’s “improvement in operating performance and fund balances as a result of proactive management practices”. Standard & Poor’s is one of the world’s largest credit rating agencies known for measuring changes in a securities market. They assign letter grades to companies and government entities that indicate their degree of investment risk. In announcing its decision, S&P cited several key reasons for the increase, including: • The ability to maintain a flat millage rate since 2015, with one increase in 2019 • The millage rate reduction in 2022, with a second 3% reduction included in the 2023 budget • The adoption of formalized policies • Effort to diversify recurring revenues • Condensing its organizational structure in an effort to create greater efficiencies and cost savings The S&P report also includes a newer area of analysis focused on environmental, social, and governance (ESG). This category looks at the County’s ability to be forward-looking to manage future risks and opportunities. As noted, they recognized the County’s investment into stormwater management and conservation (CLAM) to help mitigate risks to the county's physical assets. The WSPS-23 is annual event where the BOCC discusses the strategic direction of the organization, defines organizational priorities, allocates resources, and serves to ‘kick-off’ the County’s annual budget development process.
As part of the WSPS-23, County Manager Pope presented the BOCC with the County Manager’s 2022 Annual Report. The report highlights achievements, projects and initiatives of the BOCC, county staff, and management from the period of October 1, 2021 through September 30, 2022. It was discovered yesterday that a piling on the southern floating dock and gangway is broken and in need of repair. A contractor has already been mobilized and is hopeful that the repairs will be done before the weekend. As many frequent users of the North End Boat Ramp know, the northern floating dock and gangway were damaged during Hurricane Nicole. At the Monday, February 13, 2023 Board of County Commissioners meeting, a contract was awarded to Coker Industrial Contractors, Inc., to remove the floating dock and gangway from the water for repair. It is anticipated that the repairs to the northern dock and gangway will be complete within the next 60 days. We apologize for any inconvenience this closure may cause, however we are working to have the boat ramp re-opened as soon as possible. We appreciate your patience. Work has now progressed to the intersection of Lewis Street and Gregg Street. The work in this area will require the adjacent drive-on beach access to be closed temporarily beginning at 2:00 p.m. today. It is anticipated that this closure will last through Friday, February 17, 2023.
A notice of temporary road closure for Gregg Street was sent out earlier this week. As a reminder, American Beach residents will be allowed to pass as needed, however the general public is encouraged to avoid the area. The temporary road closure for Gregg Street is anticipated to last through March 10, 2023. We appreciate your patience as we work to establish water and sewer services for the American Beach community.
